James tries to track down Luther Steele, a parolee suffering from mental illness. He insists that he only wants to help, but Luther's friends trick James so that Luther can escape. James' boss, Ann, accuses her staff of becoming too personally involved in the cases. James is assigned to oversee Kevin Hunter, a pot dealer who has just been released after serving a five-year sentence. Kevin had refused to reveal the names of his associates in order to protect his brother, Peter; and fugitive brother-in-law, Steve (Goldie).

A man matching Luther's description attacks a woman with a brick. James still hopes to track him down and get him into a hospital. He seeks the help of Adonis, an ex-con now editing a newsletter about convicts. Adonis agrees to take James to see Luther, provided that he not contact the police. Luther is extremely hostile. When the cops approach, Luther pulls a gun and is shot to death. James admits that he broke his promise to Adonis and brought in police backup. Adonis vows to get revenge. Kevin agrees to help Peter and Goldie with the deal, but balks after receiving a warning from James.

Sam and Vinnie Palegra plot revenge against James. James' wife, Karen, fights off an attacker on the street. James fears that one of the parolees he violated is stalking his family. He suspects that Sam is involved. Dee learns that Adonis has written a front-page magazine article vilifying James. Sam's estranged daughter schedules his wife's funeral as quickly as possible in the hopes of keeping him away. James reluctantly allows him to attend. James tries to surprise his family with tickets to Los Angeles for Jimmy's tournament; but his father-in-law has already made all the arrangements for the trip.

James grows suspicious of the activities of Achmed Rashid, an Arab man who will complete his parole requirements in a few days. He insists on tracking him, even after Ann states her opposition to racial profiling. James goes against the rules by informing Achmed's new landlord that he is on parole, and Achmed gets fired after James shares his suspicions with his boss. Protesters picket the office, and James receives an official reprimand. He redeems himself when he catches Achmed and his friends selling counterfeit merchandise.

A mobster who recently completed parole asks James to write him a letter of recommendation so that his restaurant can have a liquor license. James refuses because he doesn't believe that the guy has gone straight. The man offers James' father help starting his own business in the hopes that he will influence his son. James is baffled by his father's longtime fascination with the "connected" guys in his neighborhood.

Dugan tries to convince Dee that Larry Atwood, a child molester who reports to her, can never change his ways and should be dealt with severely. Meanwhile, Atwood begins a friendship with a young girl living in his building in the hopes of making her his next victim. Dee becomes suspicious of his behavior and requests a search, which turns up a hidden stack of child pornography.

Kevin, Rachel and Sean drive upstate to visit Kevin's parents. They behave very coldly toward Kevin (particularly his mother), and he is bewildered to discover that they seem to have erased any trace of his existence from the house. Peter shows up unannounced. Mrs. Hunter repeatedly puts down Kevin and brags about how Peter is such a success and has helped his parents through their financial problems. Peter acts very smug and relishes the attention. Kevin finally explodes and reveals that Peter is also a drug dealer, and that Kevin went to prison because he covered for him.

Gene tells James that his associates are pressuring him. Unless James can come up with $2500 in the next day, they will hurt Gene and expose James to his boss and family. A terrified parolee pleads with James for help after an old gang cohort pays him $3000 to carry out a hit on his cousin. James pulls some strings to get Enrique and his family into the Witness Protection Program if they help him nab the gang leader. The sting goes awry, and the gang leader (Diablo) is killed in the shootout.

A city councilman begins hanging around the club in the hopes of convincing Kevin to speak out as part of his campaign to de-criminalize drug use. Kevin refuses to allow him to do drugs at the club. When Kevin lets McGuire use his office for a phone call, McGuire snorts cocaine. Ennis and another agent overhear McGuire beginning to fail, but do not intervene. Kevin arrives to find that McGuire has died. The councilman's associates plan to peg Kevin as McGuire's dealer and have his parole violated, much to James' chagrin.

10. Rabid Dawg

James oversees the parole of Greg Cooper, a gang member-turned-rapper who has just signed a record deal. Ann and company worry that his lyrics will incite listeners to commit violence. James insists that Greg should be allowed to express himself. Dee accuses James of "white guilt" and opines that Greg is just trying to make money. She also doesn't feel that any lawbreaker deserves a second chance. Greg refuses to sign a waiver agreeing not to rap about violence or crime.

Kevin seeks the help of an old friend, Fariz, to ensure Goldie's release. Fariz agrees to pay the million-dollar ransom for Goldie and the hash shipment if Kevin gives him a percentage of the money from the deal. Rachel continues to worry that she will soon lose Kevin forever. He tries to reassure her by asking her to marry him. Karen discovers a wad of cash and forces James to admit that he has resumed gambling.

Goldie returns to the U.S. safely, thanks to help from Fariz. Fariz pretends that he is worried about Kevin's potential return to jail, and convinces Goldie that they should shut Kevin and Peter out of the deal for the duo's own protection. Kevin's contact in customs, Monty, tells him that the shipment has been red-flagged. However, Kevin is confident that Monty's inside help will ensure that the deal goes smoothly. One of Fariz's men shoots Monty and moves in on the shipment.

Goldie resurfaces just long enough to plead with Rachel to try to convince Kevin that he should steer clear of the deal. Fariz takes three of the containers of hash, then tips off Joe Ennis about the location of the fourth one. Joe plants a tracking device on it. Kevin and Peter learn that most of their shipment was stolen. Kevin wants to go after the remaining container, although Peter warns that it is an obvious set-up.

James has a disturbing dream and begins to feel guilty about his behavior. He tries to get back on the job, but learns that Herbie Green has filed misdemeanor assault charges against him. If convicted, he could be dismissed from the department. James tries to re-establish communication with Karen, but she has difficulty trusting him. Timmy begins acting up at school and disobeying his parents. James confesses the truth about his suspension to Karen and comes clean with Ann about his gambling problem.

Kevin finds little time to spend with Rachel and Sean because he is busy working on the deal. He learns from Habim, the man with whom he made the hash deal, that Fariz arranged for Goldie's arrest in India as part of a plan to set up Kevin and Peter. Kevin promises Habim that he will come up with the money he owes him. James returns to work. He grows suspicious of Kevin's job at his father-in-law's art gallery, and goes to the gallery to question Don, Kevin's father-in-law.

Timmy is caught extorting money from other kids as part of a "club." Karen grows fed up with his behavior, and has no idea how to handle him. James convinces a reluctant Dee to stay with his kids when he is suddenly called into the office. As he sees her off at the door that night, a groggy James and Dee share a kiss. Kevin continues to devote all his time to dealing, at the expense of his family life. Sean begins to grow suspicious. Joe Ennis and Sgt. Paul Timmons produce photos of Kevin meeting with Ty in Canada.

Peter's lawyer tells Peter and Kevin that he has learned through an inside source that the DEA is using an informant. They realize that it has to have been Freddie (Fariz). Peter meets secretly with Goldie and tells him what Freddie has done. Goldie is so outraged that Peter realizes that he is incredibly stupid, but was not trying to swindle them. Freddie's son, Saad, continues to pressure Goldie to move the hash, but Goldie cannot find any buyers. Goldie fears for his life.

Dee handles the parole of Peter Samson, a basketball star involved in a fatal drive-by shooting. Most people suspect that he actually committed the crime for which a friend took the fall. Dee issues a warning to Samson after he flashes gang signs on television. She wants to violate his parole after he hangs out with old gang associates and receives messages from the wife of Doug Moses, the man doing a life sentence on his behalf.

19. On Goldie Pond

Goldie's family holds a special dinner for him, to give him a chance to say goodbye before he is shipped off into hiding in Nepal. He is very reluctant to leave, but has no choice in the matter because of his legal status. Peter drives Goldie to Canada to catch his flight. Goldie begins bad-mouthing Kevin and suggesting that the two of them split all the money from their deal. Peter becomes enraged and forces Goldie out of the car, and then brutally kills him.

20. Going Home

Kevin and Peter's father dies. James gives Kevin permission to attend the funeral, where the brothers are constantly tracked. They continue to hide the truth about Goldie's true status. Freddie is reluctant to testify against Kevin because of their long history. Peter wants revenge, but Kevin asks him to keep his cool. Freddie agrees to arrange a meeting and wear a wire, but tips off Kevin, who says nothing incriminating. Moments later, Peter shoots and kills Freddie.
